AI Laws and Regulations
Laws and regulations could be passed to control the development of human-level AI. For instance making it illegal to develop a system with more than say, 10 million artificial neurons, without a license. Such licenses could be granted for routine applications such as machine vision, but not generalized intelligence purposes. (See also ControlAccess).
Such laws may not be fully effective in preventing the development of such technology in other countries. A treaty, similar to arms control treaty, would be necessary for more general safety.
