It is hard to get a handle on the number of AI researchers that exist, yet alone get a handle on how many might be attempting to work on human-level or smarter-than-human AI, or the extent of their progress. Some basic reporting Regulations could change this.

An open question is how useful such reports might be. Perhaps they would provide an advanced warning system for the state of advanced AI progress, but with most AI developments presumably being reported in the open literature, this might not be necessary.
